Editor’s Note: The Shelby Star’s Facebook Page is presently full of stories regarding issues related to the Cleveland County Jail, the CC Sheriff’s Office, allegations that Sheriff’s Deputies are lying in Court, and that a man, who pleaded guilty to stabbing a Deputy, was actually innocent. Little do they all know, but there are more stories that have not yet been told until YOU get to the end of this multi-part series of articles.
Issue No 2. A newly promoted female CC Detention Center (Jail) Officer has been charged with a handful of criminal charges. From Misdemeanor to Felony charges. This is a strange situation, from start to finish!
CC Sheriff’s Office Deputy, Cpl. Jessica Lynn Dover’s (White/female/34) service record is strange indeed. In her relatively short time with the CC Sheriff’s Office, she has been reprimanded several times, including for insubordination, yet was able to be promoted to Corporal in a short period of time. Sources outside of the Shelby Star article, state that the conditions in the Detention Center are terrible, the turnover is high and that road deputies often have to put in overtime pay status to work in the Detention because of a shortage of Detention Center Officers. Perhaps this is why Cpl. Jessica Lynn Dover was not disciplined for her infractions and was promoted rapidly. It may also be that Cpl. Dover could be one of the female deputies working in the jail who was having sex with some of the male Sheriff’s Deputies. Before she was charged with having sex with an inmate.
Sources also report that Sheriff Alan Norman spends little to no time in the CC Jail and that the Ranking Sheriff’s officer over the jail, Rodney Fitch, is also often MIA (Missing in Action).
Rumors have it that Officer Fitch is most likely over on West Marion Street in Shelby most mornings playing Pickleball with his new love interest. An unfortunate act has resulted in Officer Fitch being run off from his marital home and is presently living in a travel/camper trailer parked somewhere near Polkville. Rumors also have it that Officer Fitch and his Pickleball romance may be flaming out or at least it is in trouble. Such an unfortunate circumstance Officer Fitch is finding himself in certainly would explain why his leadership on the job at the Cleveland County Sheriff’s Office/Detention Center as well as on the CCS School Board (one of Robert Queen’s Waterboys) appears to be in a tailspin that is about to crash. Perhaps it has already crashed. At the CC Detention Center as well as Robert Queen’s Waterboy majority on the School Board, which is also under fire due to their defamation of School Board Members Danny Blanton and Ronnie Grigg. Which appears to be heading toward a Defamation Lawsuit at about 100 miles per hour.
Speaking of lawsuits, there have been plenty of lawsuits against the Sheriff’s Department, Cleveland County Schools, the Commissioners, and the CC Department of Social Services that have several things in common to all. A lack of high-level leadership to begin with, the lessons from the lawsuits are never learned and when the taxpayers pay the fines, everything is handled hush-hush, and the payoffs are covered up and never talked about again. When Robert A is elected to the Board of Cleveland County Commissioners in 2024, he will break that cycle completely. Leadership would be fair and certain. When mistakes are made, the lessons would be learned and applied throughout the CC government so the mistakes are not repeated, citizens would be welcomed to join in in all county decisions, governmental interaction with citizens will be fair and honest as well as helpful and cordial. No favorites and no retaliations. This would be implemented on Robert A’s first day in office as a Commissioner.
Although the Shelby Star article leaves out all the important stuff provided above, it seems accurate regarding the charges that have been filed against CCSO Detention Center Cpl. Jessica Lynn Dover. Those criminal charges are listed below:

Jessica Lynn Dover, 34, of Grover, was initially arrested on Sept. 7 and charged with providing a cell phone to an inmate. She was booked into the Gaston County jail and posted a $10,000 bond.
According to the arrest warrant, on Aug. 20, Dover provided an inmate with an electronic device, a felony charge.
On Tuesday, more charges were issued against Dover, including a felony sex act by a government employee and a misdemeanor for providing tobacco or vape products to an inmate, according to arrest warrants.
The documents state that on Sept. 1 Dover “engaged in a sexual act with (a male inmate) at a time when that person was in the custody of the Cleveland County Detention Center, an institution at which the defendant was then employed.”
The warrant states Dover also gave a man “loose leaf tobacco” while he was an inmate and a mobile phone to an inmate when he was not incarcerated for delivery to another inmate at the detention center.
Editor’s Note: Many of these charges could not have happened if the CC Detention Center (Jail) had been properly supervised, manned, and properly operated. Especially the sex charge. How could a female Jail employee wander through the jail alone, open the jail doors enter into a jail cell with an inmate, and have sex with no other jail employees being with her??? It is a safety issue if nothing else.
Read these Warrant passages closely. Something smells bad about this whole string of episodes. Is Jessica Lynn Dover being overly prosecuted in order to keep her from talking about something that CC Leadership doesn’t want citizens to know about??? This is the question a Shelby Star Reporter would never ask.
