Former CCS School Board 2024 Republican Candidate Matthew Canipe has always been concerned by the low student achievement at CCS Schools. Mr. Canipe was also concerned by the short-lived Robert Queen led “Majority” on the CCS School Board of Education as well as Superintendent Stephen Fisher’s lack of effective management and direction that has led to many Lawsuits against CCS, many “Failing” CCS Schools as well as many other short-comings. All this led Mr. Canipe to run for the School Board in the 2024 Primary Elections.
Although Mr. Canipe did not win in the 2024 Republican Primary Elections, Mr. Canipe CCS still believed that CCS badly needed help in their Educational responsibilities and formally applied to help out CCS as a “Substitute” Teacher. Mr. Canipe was called in for two interviews and then selected to attend a New CCS Employee Orientation at James Love Elementary School. One of CCS’s lowest performing schools that badly needed all the help that they could get. All that was left to do at CCS was to submit all the new hires to the CCS School Board for approval. This submittal was scheduled for the October 14, 2024 School Board. The Formal Submittal was approved by the School Board at this October 14, 2024 School Board Meeting, HOWEVER, Mr. Matthew Canipe’s name was NOT included on this submittal that went before the CCS School Board for approval.
Mr. Canipe was puzzled by all of this and called and sent an email to the appropriate contact person at CCS Human Resources asking “why his name was not included on this submittal to the CCS School Board?” The following is an exact copy of what Mr. Canipe received from CCS: (Emphasis added by Robert A)

Matthew, I just received this message. What does “sub” mean? does it mean substitute, like a substitution teacher or a substitute bus driver? I would like to write an article about this.
This does look phony. Your communications with CCS were not sent to the board because of complaints. But someone will look into it and a decision will be made. A decision by who??? The School Board???

Hey Robert hope you are doing well. This is what CCS sent me after they interviewed me twice and went to orientation. My name was not allowed to go to the board. It’s pretty bad when a citizen doesn’t even have as much as a ticket can’t do good things for his community because of hard feelings and politics.

Board Members, I would like to know the complaints leveled against me.
Board Members, I am a law-abiding citizen who has not even had a ticket on my record. I would like to know the complaints made against me. I know I ran for school board for a better future but that should not eliminate me for doing good for our community.
If complaints have been leveled against me or my character, I should have the right to know; especially if it is to harm my reputation.
I can’t believe I got through the whole process including sitting in orientation for 3 hours to receive this email because I have political foes.
I’m a law-abiding citizen. But what about these other people who come in to sub. How do you know they are? There is no background check to be around our children.
Politics should not be involved in someone trying to help his community. I would appreciate a response on any complaints that have been made about me.

Folks, Mr. Matthew Canipe is a CITIZEN of Cleveland County as well as North Carolina and the United States of America. Part of our Constitutional Heritage is the right to:
- Face YOUR ACCUSERS. Mr. Canipe has every legal RIGHT to have his accusers (or complainers) positively identified as well as exactly what these complaints are. CCS should have that information, and should be made by the CCS School Board to provide the information to Mr. Canipe in a very short period of time. Also, it was legally wrong for Supt. Fisher or any of his staff to withhold any and all such information from the CCS Board about Mr. Canipe until it was verified to be true. CCS has “harmed” and “damaged” Mr. Matthew Canipe in such a way that exposes Cleveland County Schools to a serious Civil Lawsuit (defamation per se) where CC Taxpayers may have to pay serious money to resolve. Also, the CCS School Board members, Supt. Fisher, the HR Director and others may also be sued in their individual capacity for what they did. Or, for what they neglected to do by not properly supervising and directing their staff.
- Since Cleveland County Schools receive Federal money (State Money too), and there are Federal laws regarding job related hiring and firing. It appears that Federal Laws may have been violated here. Making all these charges Federal offenses which must be tried in Federal Courts.
- ALL this stuff was avoidable. The CCS School Board Attorneys should have advised the School Board to follow all State and local laws as well as CCS School Board Policies. Perhaps a new set of CCS School Board Attorneys should be hired and charged with keeping CCS lawsuit free-by doing all things in a legal and proper manner.

To Mr. Matthew Canipe, Robert A apologizes to you for not being more effective in helping the voters in Cleveland County choose a better set of School Board members than those who presently hold the majority on the CCS School Board. Robert A’s recommendations to eliminate Joel Shores and Ron Humphries in this 2024 General Elections are shown below.
