A Cleveland County TAXPAYER’S BILL OF RIGHTS
A CC COMMISSIONER’S 2024 Commissioners Election Pledge
Whereas, I believe in fiscal discipline and that government should not pose an unnecessary burden on Cleveland County taxpayers;
Whereas, I believe that Cleveland County government should not grow faster than the state;
Whereas, I believe that Cleveland County government should be beholden to the people of Cleveland County;
Whereas, I support the following principles:
Annual Cleveland County, spending growth should be limited to the rate of population growth and inflation.
Excess revenues collected by Cleveland County above this limit should be used to create a Budget Stabilization Fund, an Emergency Fund and refunded to the taxpayers of Cleveland County through broad-based tax cuts and rebates;
An Individual’s Tax Bill increases should only be enacted by the people’s vote or a legislative supermajority.
Therefore, I, Robert A. Williams , of Cleveland County, North Carolina pledge to support a Taxpayer’s Bill of Rights with restrictions as noted herein.
