Work Experience: — 42 years total of Nuclear and HVAC Engineering and Management Work Experience (Design, Construction, Operations and Maintenance) at:
- US Department of Defense: Norfolk Naval Shipyard and Newport News Shipyard-Civil Service; GS-12 Grade. Directly led and supervised an emergency multi-craft/skill team to make major at-sea repairs to the Aircraft Carrier USS America (CVA 66) propulsion system during the emergency US defense of Israel caused by the 1973 surprise attack on Israel by multiple enemies. Participated in the First Sea Trials of the Nuclear Aircraft Carrier USS Nimitz (CVN-68). Participated in the Commissioning of the Nuclear Aircraft Carrier USS Eisenhower (CVN-69). Was co-responsible for the US Navy’s Design and Construction approval process for the 688-Class High-Speed Nuclear Submarine program for the Propulsion and Sub-Safe Seawater Piping systems. Evaluated and recommended legal actions on multi-billion dollar cost over-run claims by Shipbuilders (Newport News and General Dynamics) against the US Navy/Department of Defense.
- Civilian Nuclear Work Experience included numerous Nuclear projects with 13 Major Utilities in 11 States (NC, SC, GA. FL, TN, AL, MI. MN, WI, KS, VA, and 5 Countries. (US, Japan, Finland, People’s Republic of China, Taiwan. Worked on major projects involving 9 major Utility Companies and 4 Major Nuclear Utility suppliers and Construction Companies; which included Westinghouse, General Electric, Toshiba, Stone & Webster, and Bechtel. All while under USNRC Regulations and oversight.
- Department of Energy, Savannah River Site, Aiken SC: Developed detailed and complicated operations and maintenance procedures for very specialized equipment used to remotely create Plutonium and separate the created Plutonium from the original Uranium-238 materials. Developed specifications and remotely controlled equipment designs to remotely repair or replace equipment used to produce Plutonium and Tritium used for National Defense purposes.
Trustworthiness: Established and Verified under US National Defense Security Requirements for nuclear-related work and updated/re-verified at least seven times over the years by the US Department of Justice, Federal Bureau of Investigation (FBI) Division.
Major Hobby: Over the past 30+ years, depending on work locations, Robert A. Williams has regularly attended CC Commissioner Meetings, CCS School Board Meetings, and Cleveland Community College Board of Trustee meetings. Robert A. has published many Letters to the Editor in the Shelby Star, as well as regular print issues of a Tabloid called Citizens For Good Government. And, for around the past ten years has published an online version of Citizens For Good Government.org regarding various issues and implementing laws affecting Local Governmental Operations as well as personally commenting on the research findings of the State and Federal laws and Court Cases that govern local governmental operations.
Community Service & Involvement: Citizen Robert A. Williams has undoubtedly spoken before Cleveland County Governmental Agencies, during Public Comment and Public Hearings, more than any other citizen in Cleveland County. Robert A. and others were the very first in Cleveland County to video record official governmental meetings and broadcast those meetings to the General Public. NOTE: Many CGG articles have provided the only news (Transparency) available to the public on a wide range of local governmental affairs and issues.
Commissioner Candidate Robert A. Williams has signed the Taxpayer’s Bill of Rights which promises property tax bills will NOT increase more than the Growth of Cleveland County.
