Blanton had, in-hand, a sample of the Mold as well as a toxicology report. The School Board refused and denied Blanton\u2019s request and motion to make an addition to the meeting agenda to present his information to the Full Board for discussion and immediate remedial action.<\/p>\n<p>I consider that this non-action by the Cleveland County School Board is a prima-facia example of Child Abuse, Child Neglect, Building Code violation, OSHA violations, as well as a conspiracy to cover up all these criminal violations. Please respond accordingly.<\/strong><\/p>\n<p>To All the Proper Authorities listed above: <\/p>\n<p>I have reason to believe there are significant MOLD infestations at the Burns and Crest High Schools in Cleveland County, North Carolina. The Cleveland County Board of Education has chosen to refuse to acknowledge this fact that is presented by one of their own Board Members. <\/p>\n<p>As Mold infestations are serious contributors to respiratory infections and respiratory infection appear to be serious underlying health issues that contribute to the death rates of COVID 19 exposure. Therefore, the large population at Burns and Crest High Schools in Cleveland County, North Carolina, well over 1,000, represent a major and unnecessary health risk to those that are exposed to the Mold infestation.<\/p>\n<p>Please note that I am a retired Engineer with over 40 years\u2019 experience with large HVAC and other mechanical systems. My experience is the growth of mold comes from poorly sloped condensate drain lines or poorly insulated or damaged insulation on condensate drain or chilled water lines that causes pipes to \u201csweat\u201d and drip water onto ceiling tiles. This wet environment causes the growth of mold. However, the resolution-the proper installation and maintenance of anti-condensation insulation is relatively cheap but often over looked. I have tried to tell the School Board this, but they refuse to listen. Just like they refuse to listen to one of their own Board Members. And to acknowledge that they have a mold problem to begin with.<\/p>\n<p>Such behavior as this, which refuses to acknowledge that there is a problem, has degenerated from incompetence, to foolishness and now to criminal behavior.<\/p>\n<p>Please do what is necessary to protect the health and safety of the 1,000+ teachers, staff and school aged children of Cleveland County North Carolina.<\/p>\n<p>Thanks,<\/p>\n<p>Robert A. Williams<br \/>\nwww.citizensforgoodgovernment.org<br \/>\nraw@shelby.net<br \/>\n704-538-8257<\/p>\n<p>PS: The attached or included OSHA Safety and Health Information Bulletin SHIB-10-10 (Updated 11-08-2013) Titled A Brief Guide to Mold in the Workplace provides most of the efforts and requirements to minimize or eliminate mold growth, and remediate area with mold infestations. Note that eliminating the source of the moisture is required or no permanent remediation is possible. The source of the moisture at Burns and Crest High Schools has already been determined. Condensate drain lines, chilled water lines and condensate drain leakage must be repaired and properly insulated. Running the HVAC system excessively only spreads mold infestation. MERV 8 or better air filters must be used and changed regularly after remediation. Replacing chillers and air handling units are probably not required. Chilled water piping and perhaps condensate drain piping need not be replaces unless they are leaking. New chilled water and condensate drain piping insulation should be examined closely by a trained and qualified person. It is likely that most to all anti-sweat condensate preventive insulation must be repaired or replaced by a trained and qualified person. Then inspected by a trained and qualified inspector. Preferably an independent inspector not working for the schools or the HVAC contractor.
