Breaking News!!! Lawsuits ready to BREAK County!!! County Insurance does not pay if officials committed crimes!!! Local Government Commission presently at a loss on how to save County Government!!! The only answer on who will pay is clear: Taxpayers!!! Report, evaluation, conclusion and predictions by Robert A. Williams

Folks, the news came in to me this very day. I DARE county and city government officials to read this article. It is probably too late anyway. The damage has already been done.

First, a little legal discussion:

The law: There are two kinds of laws in North Carolina and the USA.

Criminal Law: Criminal law violations are violations considered against the “State” (and prosecuted by the State. You are apprehended by the Sheriff and prosecuted by the District. Criminal violations are based on illegal acts that you can be fined and put into jail for. Murder, Rape, Burglary, Assault, Fraud and such are BIG crimes, felonies, that you can be charged with that carry big fines AND be imprisoned for a long time. Capital Crimes are the BIGGEST Crimes that can also carry the DEATH penalty. Smaller crimes, Misdemeanors’, are less serious, Such as speeding, larceny of items of small value, etc. Such small crimes will have relatively small penalties, small fines and short jail sentences. Such social faux paus as a man winking at another man’s wife and vice-versa are in “bad taste,” but, absent other associated actions that are crimes that are on the books, are not subject to fines or jail time. Social punishment maybe, but that is about all.

Civil Law: Civil Laws are statutory non-Criminal laws based “wrongs or injustices” in an order of importance. Civil Laws are brough by individuals, groups or entities against other individuals, groups or entities in the form of lawsuits. Wrong-does are not punished by fines or jail time, but pay “damages” to victims as compensation for what the offender has done against the victim. These “damages” are divided into two parts. Actual Damages-the actual cost the victim has incurred because of the wrongful act of the offender. And Punitive Damages-often three times the actual damages but are for the purpose of deterring the offender from repeating the civil offense against the victim or others.

Both Criminal and Civil Law are practiced in Courtrooms and heard by judges and often juries. Many Criminal cases are settled by plea-bargains. Many Civil lawsuits are also settled amongst the parties in the lawsuit. Governmental agencies that are being sued in greater numbers are also settled between the parties. Often with the agency being represented by an insurance lawyer whose only interest is beating down the victim with frivolous “Motions” on procedural matters that drive up the legal cost of the victim so they cannot afford to continue and “settle” just to break even. Leading to the old saying “you can’t fight city hall.”

This article is about how insurance lawyers have given governmental officials (who have a limited immunity) to do wrongful things with impunity for so long that it becomes their MO. And how, when the right combination of a governmental agent doing wrongful and illegal things finally get caught, the agent loses their immunity and the insurance lawyer does NOT have to pay the judgement ordered by the jury. When punitive damages kick in at triple the actual damages, towns, cities and even Counties may be driven into bankruptcy. With the taxpayers eventually having to pay the bill. This article will be reporting on cases that are very likely going to bankrupt a North Carolina County. A case, if a few names are changed, could easily be Cleveland County. And will likely BE Cleveland County and the City of Shelby in the very near future.

The rest of this article is about the Cherokee County Department of Social Services Director, Cindy Palmer, this very day, October 26, 2021, taking a felony charge plea-bargain of Obstruction of Justice for her acts in the wrongful and fraudulently taking of over 30 young children away from their parents by illegal means. Something the Cleveland County Department of Social Services does on a regular basis. Since the Cherokee County DSS Director plead guilty of a felony, the county insurance company can refuse to pay the $4.6 Million that a Cherokee County (NC) Jury has already ordered the County to pay for only one child, with many more lawsuits coming. The Cherokee County DSS Lawyer is also charged and was NOT offered a plea bargain, Other CCDSS employees have plea-bargained in exchange for their testimony. This one particular case does not include Federal Lawsuits that are surely on their way.

This following developing story was published today by the Carolina Public Press, who does and has done investigative in-depth journalism in North Carolina for the past 10 years. Kind of like what I do here in Cleveland County. I urge all you brave citizens who want to know the truth about what is happening in Cleveland County and the City of Shelby to read this Carolina Public Press article from start to finish. Especially the finish. Which tells it like it is about the insurance company liability going away because of the illegal acts of the governmental agency and how Cherokee County is already trying to feel their way into possible bankruptcy. Something, I predict, Cleveland County and the City of Shelby will soon be doing themselves. All because of the illegal acts rogue governmental agencies and phony insurance lawyers.

Read the Carolina Public Press article from start to finish. Examine the picture of the tearful former County DSS Director as she admits doing illegal acts and awaits her punishment. Possibly wondering what will happen to her when Federal charges finally come down upon her head.

I have no sympathy for Cindy Palmer or anybody else that gets themselves caught up in just this kind of mess. Their pain and suffering that has befallen them because of their bad acts pale in comparison to all the damage done to at least 30 families and more than 30 children over the past 10-12 years. Probably more if you go back.

Folks, this is what is happening in Cherokee County, North Carolina today-October 26, 2021. I predict worse for Cleveland County, North Carolina. Starting tomorrow or very soon. I have told you so and I am again telling you so again. YOU are at fault for what becomes of Cleveland County because you have not spoken out loud enough for the mess in Cleveland County, Cleveland County Schools, the Cleveland Community College and the City of Shelby. I suspect I will be telling you so many more times before reality finally sets in and reaches into YOUR checkbooks. Stay Tuned as this and more local stories are told.
