Are School Board Title IX Violations Coming to a Head!!!?? “SPECIAL” Title IX Policies on Meeting Agenda!! Are Large Fine$ for CCS-ALWS Collusion far behind?? Report and arguendo by Robert A. Williams

First, let’s look at the facts:

  • Title IX is a part of the Federal Civil Rights laws that prohibit discrimination based on sex.

  • The Cleveland County School Board and County Commissioners have colluded with former Commissioner Eddie Holbrook to spend well over $5 Million on the Shelby High School Baseball Field to host Holbrook’s company, American Legion World Series Baseball. Inc. (No affiliation with the American Legion) baseball games.

  • Cleveland County Schools refuse to allow the Girls softball team to play on the SHS Baseball field, CCS has also refused to provide the SHS Girls Softball team a field to play on at Shelby High School.

  • A formal Title IX complaint was filed several years ago against CCS with the Proper Federal Authorities for this discrimination by CCS against the SHS Girls softball team and a formal investigation has been in progress for a very long time for this obvious Title IX violation.

  • Rumors are that CCS has paid their high-dollar Raleigh lawyers’ tons of tax dollars to obstruct, dodge and delay the Title IX investigation for a very long time. That the Raleigh lawyers have been instructed to submit their legal bills to CCS in increments less than $100,000 each so that Superintendent Fisher can authorize payment without school board approval, thus keeping the payments secret from the public.

  • Parents, coaches and players of the SHS Girls softball team that CCS believes were associated with the filing of the Title IX complaint have been retaliated against.

  • School Board member Danny Blanton has been “gaslighted,” shutdown and retaliated against when he has asked simple questions related to the Title IX investigation status and CCS legal bills.

  • The school board approves, even while under an ongoing Title IX investigation, additional spending on the SHS boys baseball field knowing that every additional penny that is spent adds to discrimination against the SHS girls softball team and that those pennies, and dollars, even when donated by others, will have to be eventually equaled by CCS spending on equal facilities for the SHS girls softball team’s ballfield.

  • That CCS has very recently approved additional spending on a boy’s football training facilities at Shelby High School to be paid for by a SHS related booster club without allocating a dime for equal girls’ facilities as required by Title IX. School funds are required to be spent in equal proportions to such unequal spending by booster clubs. That is the law under Title IX non-discrimination regulations.

  • A new set of “Special” Title IX related CCS Policies has been “hidden” in the August 24, 2020 School Board meeting agenda for the CCS School Board approval. Section 6.04 of that agenda notes “Special Policies for Approval” and you have to click on the link to “find” the several new Title IX policies that have not been previously discussed in School Board Meeting Open Sessions.

  • One of these “New” nondiscrimination policies states that the person making the discrimination complaint (Title IX or otherwise) must file the complaint within CCS, although Federal Law allows such complaints to be filed at the Federal level. This is an obvious attempt to “control” the complaint process in such a way that it is hidden from the public as well as Federal authorities.

Folks, a cursory review of these “Special Policies” clearly indicates to me that the incumbent school board members are finally realizing that the 2020 Elections for the School Board is very likely to elect FIVE new school board members who can immediately remedy many of the problems and issues at CCS. Therefore, the incumbent school board members up for election: Chairman Shearra Miller, Vice Chairman Richard Hooker and members Roger Harris and appointed member Jack Hamrick are trying to tie the hands of a new school board in such a way that the old and corrupt practices at CCS may continue in full after they are thrown out of office on December 12, 2020.

Normally and in a spirit of fairness, such new policies as these would be scheduled for approval after the 2020 elections that are so close at hand. Thus, letting the will of the people be heard. Obviously Shearra Miller, Richard Hooker, Roger Harris, Jack Hamrick and Jo Boggs do not give a whit for the will of the people, citizens and voters in Cleveland County

What more can I say folks? Except vote for the following school board candidates listed below in the 2020 Elections in November. With this new five, plus Danny Blanton, these new policies can be suspended the day they are sworn in-December 12, 2020.
